Crawling lines on lcd 42 inch

Question

on bright screens it is hard to see but on dark sreens or when the channel is just a black screen like xm radio channels

you can see a 6 inch wide area that is lighter than the black area all the way across the screen rolling vertically over and over and over

any ideas?

bad connection maybe?
