The best place is Microsoft office live (someone put the link above)  I have a couple of sites that I made there.  You get your own URL, and e-mail addresses @yoursitename.com, which is cool.  You will need a credit card, but I swear they won't charge you, they just want to make sure that people don't get thousands of sites for free.

The downside to these free sites is that you don't have total control over how you want the site to look, but their tools are pretty good, so you can have a professional looking site in an hour or less.  Have fun!
