Creating a Caterpillar cosume for office?

I work for a bank and our department from about 10-15 people wanted to be a huge caterpillar for Halloween. We have a huge contest for department with best costume and we think this will win it. But we don't know how to go about making something like that! Any suggestions???

Make individual costumes for each person that attach with Velcro.  Think of the dragon in Chinese New Year parades, only disconnected.  Something like that could work.
