Creating a website? Music reviews?

Question

okay, so I either want to set up a website/blog where I write and review new music artists, concerts, and cd's. What would be the best way to start this? I want it to become rather well known and would like to promote it. Where should I start first in order to make this possible?

Get the copy rights from the song writers,so you will be abel to use those songs legally.If not you will be off the air faster than on and to boot maybe a fine and in jail.
