How does an individual go about creating an initiative in their state? Specifically in Washington state. I hear about them all the time such as Initiative 957, 912, or 652 etc... I am just curious how the process works from start to finish.

  1. You'd start with a petition to have it added to the ballot.

If you poke around your state's web site, especially reagarding elections, you can find the exact requirments.

But you'd probably need legal advice as to its wording; and you need a LOT of signatures -- or at least we do here, in California.

Probably your best bet is to start with some public interest group relevant to the issue; talk to them, and see what they think.

That is, after you suss out what the government's election and proposition web pages have to say.
