Credit Report?

Question

I was reviewing my credit report and I came across a few accounts that were collection accounts but the report indicated that they had been written off/charge off. What does written off mean? I know what charge off means. I know for sure one account had been settle with a collection agency. The other account hasnt been paid because when I tried to contact the creditor I was told (by their computer) that my credit card did not exist.
