I think it's only fair to go by what a musician looked like in their classic era, so I have to go with Ian Anderson of Jethro Tull, because he UNintentionally will scare you, as opposed to others whose schtick is being scary.

and I don't really consider any musicians to be creepy actually...

but I guess the closest to creepy anyone comes, would be GWAR.
