  1. On the way into Mexico (Tijuana) at the San Ysidro crossing, you can easily walk over and typically the Mexican authorities do not ask any questions.  From the crossing it is an easy 10 minute walk through a shopping area and over the "Tia Juana River" into the Revolucion area -- the main tourist drag.  I would not make this walk alone at night.  Coming back to the US at the same crossing, you will wait from 15 to 60+ minutes in line on foot; you need ID and be sure to go to the bathroom before the wait begins.  D

  2. Walking back from Tijuana to San Ysidro (which is actually a neighborhood within San Diego), you'll be asked to show your U.S. government-issued ID. If this is a driver's license, that's fine.

Usually they will ask you: What was the reason for your visit to Mexico? How long were you there? What are you bringing back with you?

I used to live in San Ysidro and did this crossing a lot. I don't recall them ever swiping my license through their reader - I believe that's only for the border-crossing cards given to Mexicans. As long as you don't seem suspicious and you don't have any reason for them to wonder about you, that's usually the extent of the questioning.
