Can you get back to san diego from tijuana as a pedestrian with just a drivers license or are they really enforcing the birth certificate/passport thing?

  1. You can. The thing is that if you don't bring your birth certificate there is a 400 or 500 dollar fine for not having it with you. They will do what they call a "name check" and run your driver's license and compare your file to any info you gave them, and they will check your name against any felonies or crimes committed. This will add about an extra hour to your wait time, as you will be sent to secondary inspection, this is regardless whether you are white, although I've heard stories of white INS officers letting white families slide through, not so much the case with the rest of American citizens who forgot or lost their birth certificate.  After that you're good to go.

  2. U will need a proof of citizenship like a passport or a birth certificate or a military id to go back to San Ysidro.

  3. You must have the birth certificate...why on earth would you want to risk leaving the U.S. without proof of citizenship?   They ain't fooling around anymore...they mean it.

  4. Wanna get stuck there?  test them.  I'm pretty sure they are serious about the passport/birth cert thing.  A driver's license does not prove that you are a citizen.
