  1. If you are from the US or most European countries the answer is no.  The largest cruise carrier is Carnival Corporation, they own Carnival, Holland America, Princess, Costa, Cunard, Seaborn, P&O, Ocean Villages, AIDA, and Windstar Cruises. (They also have some smaller cruise lines under subsidiary companies) Their policy, in general, is one person in the cabin must be over 25 y/o if anyone is under 21, or the people must be married.  Additionally, no cruise line allows people to drink alcohol or gamble under 21 y/o.

You might be able to get an exception to the over 21 rule with Royal Carribean or Norwegian but they still would not violate the under 21 drinking and gambling rule.

Your only hope would be to find an individual charter who might be willing to bend the drinking and gambling rules, but then probably would not have a casino.  Additionally, individual charters would generally be expensive.

I would suggest you either travel to another country by air, where the control on the drinking/gambling age is looser, or get someone older to buy the tickets and wait until you are old enough to drink and gamble legally.

  2. check www.easycruise.com

That's cheap cruises with minimal comfort but maximal party potential!

    Enjoy!

  3. Above answer about not drinking and gambling is WRONG!!!

Royal will let you drink beer and wine under 21yo and gamble as well. However the answer about booking is true.
