I follow the cruises I'm interested in on cruisedirect.com and priceline.com for 2-3 weeks before I buy. They do vary and sometimes people cancel a reservation so a great cabin becomes available for a great price.

Vacationstogo.com is good if your time is flexible and you're booking to cruise within the next 3 months. We also use Bestpricecruises.com which also has good prices and more cruises to choose from.

The real answer is to work with a travel agent on a personal basis. Let them know if you are flexible with respect to dates. Make sure they know if you have been a past guest on particular cruise lines. Let them know if you have been in the military or belong to a union. All these things can, but not always, get you a discounted rate. Online booking engines don't always take those things into account.

Check to see if your travel agent has been properly trained. Have they earned at least their Accredited Cruise Counselor certification? If you are traveling on Princess or Commodore, are they Commodore level agents? All these things indicate an agent that spends time learning the ins and outs of the cruise industry, and is likely to be more aware of special deals.
