Cueing Problems on Technics SL-1300MK2

Technics SL-1300MK2 turntable. The cueing lever does not lift the tone arm. Possible trouble is with the oil damper. Parts seem to be near impossible to find. Can this item be fixed by taking oil damper apart and putting in either new seals or more oil?what grade of silicone oil would this use and where to find it?
