what exactly is a catch 22 and why is it called a catch 22

"no win situation", one where, whatever happens, there will almost certainly be a bad outcome. In short, Catch-22 is "heads I win, tails you lose." If you can, you can't, and if you can't, you can. Fair is foul and foul is fair. Whenever you try to behave sensibly in a crazy world, there's a catch.

For example in the book Catch 22 there's an officer that only agrees to meet with you in his office, but only if he's not in his office. If he's in the office, you can't meet him. If he isn't there, then you can.

Say you need to travel to get to a job to make money, but you need money to get a car to travel to the job. -catch 22

catch 22 was a military concept used to stop article eleven or twelve which stated a person found mentally unable for duty must state that they are.  catch 22  stated if you are "crazy" then you couldn't know it because you are crazy!      Brilliant huh?
