Currently Iam in h4 visa,Want to do Phd,is it possible?

I Want to pursue Phd degree,done masters in india,currently in h4.Having GRE score 840also toeffl 223score,written a 2 years ago,is it a must to write these exams again?is it possible to do phd in h4 visa? stayed in MA ,u.s.a for 18 months.any chance to get instate tuition fees?pls answer..

The H-4 classification is a nonimmigrant, temporary classification, not a permanent resident classification. You are allowed to attend school full-time as an H-4. You could attend school as an H-4 until your I-94 expires.

There are 50 states in the country. Some may consider you eligible for instate tuition fees and some may not. You'd have to ask the school.
