Custodian on a bank account?

Why do banks put a custodian on a minors account to stop him/her from withdrawing money and but only depositing it? From a bank

  1. A minor has no assets legally. They belong to his/her guardian. Even if the account is in the minor's name, the bank requires an adult to make financial decisions i.e. withdrawals.
