Custody Battle b/w Africa and America-Advice Please

My boyfriend has a custody issue and I need some advice on what to do so here are the facts:

Child 12 years old

Divorced

Permanent restraining order placed on him by ex wife (10 years ago) applies to the child as well. (She lied in court documents) He has sole custody of another son and the courts granted it.

Hasnt seen son in 10 years but has always paid (a lot of) child support

Son was taken out of country (Liberia) with ex wife

Seeking legal help to get visitation

We are consulting an attorney-what steps should we take before the consultation?
