Customize photos??

Question

I need a website (besides photobucket, rock you, blingee, and tiny pics) or a download photo shop (free plz & besides gimp & paint.NET which did nothing for me) where I can customize my pictures. Like put effects on it, backgrounds, words, ect. Here are some examples of what I want:
