Customizing my laptop?

hi, i need a webpage that will help me customize my own laptop. (i need the full webpage bcuz i actually did this not too long ago on dell but now i cant remember how i did it! lol). but also, id like to know what are the best (low priced) laptops out there for back to school type things? so id like a really good low budget computer that i can customize whats on the inside of it and how it looks on the outside. can someone help me with this?
