Customs Charge in Italy even when you sent item as gift?

I run a business on ebay and one of my customers bought a expensive item from me. Not only did I include insurance but tracking as well - I marked the box as a gift. The buyer form the tracking didnt not accept the package so I questioned it.

She claims they are charging her a custom charge of 68 bucks. (no clue how they calculate that)

I thought if you marked a package a gift using Usps they wont charge a custom payment once it hits the country?

Essentially it doesn't matter how or why they charged a customs charge.  The buyer is responsible for paying the shipping of an eBay item along with any additional fees required by their postal service.  As long as you didn't send the package COD, you are still eligible for PayPal Seller Protection.
