Cut along the dotted line tattoo?

I have seen such tattoos in crime movies where the guy has a dotted line across his neck, throat and chest and says "cut along the dotted line" what is the meaning of such a tattoo and who would wanna get it?

i think theyre a joke but i think they're cute so i don't see a problem. i wouldn't get it myself but if really wnted more tattoos i might.

It's supposed to be funny...Would you actually cut along the line ? Of course not. It's a stupid macho thing.
