Cyclists emit more c02 than a car?

Question

Is it true that a cyclist using moderate excertion will emit more co2 than one of the new breed of cars that has very low emissions therefore causing more damage to the atmosphere.

Also is it true that a commitee has been set up to look in to ways of taxing cyclists in the same way as 4x4's are penilised.

I would find it hard to believe that a cyclist emits more CO2 than a car. I've heard it before but It sounds like it was made up by someone who had something against cyclists.

If it was a cyclist riding an electric bike that was charged by electricity from a solar panel then that would have to provide an even lower CO2 figure!
