Probably the most deadly thing involved with Cyclone Tracy was the lack of warning: Though it was a tiny storm, it packed an enormous amount of punch, as was demonstrated when the city of Darwin was obliterated. Better buildings would not have helped significantly; the technology to make the town "hurricane-proof" is entirely too expensive and complex even today (Tracy was ~35 years ago). IMO, it was a forecasting issue, not a design one. Luckily the BOM for Australia is much more on track these days, and seeing as the country is sparsely populated in the active regions, it is doubtful that an event like this will occur in any insignificant length of time.
