as a citizen of the Czech Republic you need to have TRV (temporary resident visa) to be able to enter the country...

if you want to work / study in Canada you will still need a TRV beside a work/study permit....

Here's a list of countries that need the TRV and as you can see the Czech Republic is on the list

go to the cnd immigration site and see what is requried for your nation they have a list.

to live in Canada as resident either you are Canadian citizen or landed immigrant.

it is a sovereign country after all.
