DISHWASHER- Model no: DW009. When i turn the power on, it sounds like the DW is trying to empty

When i turn the power on, it sounds like the DW is trying to empty itself even though there is no water in it.
Also, it wont let me chose a programme to run and it flashes E4 and beeps
