DL-13? Drivers License Help!!

Question

Ok so I have an acquaintance whom is not a legal resident in the US (therefore does not have a Social Security Number) and he is trying to get his drivers license. I was told that he could get a form that is called DL-13 and its given to people who don't have a SSN. Does anyone know how it works? Requirements? Anything?

It's an affidavit used by persons ineligible for a Social Security number who are otherwise legally entitled to a driver's license in the state of Texas.
