if I understand the question, the answer is : it is not forbidden to blow hornes at night. it is forbidden to blow them anytime when you are in town or village (when you enter a 50 or 30 km/h zone). except if tehre is a real and sudden danger

but we blow them very often : when someone gets married (often), when French football teams wins the world cup (very rare).

There is no "curfew" at night, it is just forbidden by law at all times...except in cases of imminent danger. There are certain accepted exceptions, such as  the winning of a sports championship, or other sports events. And also a wedding cortège, going from the church or town hall to the place of the wedding celebration usually has a few hornblowing cars in it. But those are about all.

Under any other circumstances you would probably be stopped by the local police and given a fine!
