nobody is going to even talk to you without insurance. That's the first thing they want to know.

You'll have to find a local place, the kind of place that I used to know as "Col. Klunker's Rent-a-Junker."  No national chain is going to rent you a car without a credit card or insurance, forget it.  You might not even find a local place that will do it without insurance, or you may find one that will rent you the car and sell you a limited-term insurance policy, but considering how long it lasts, it's pretty expensive for what it is.
