Ofcourse you can market those dolls they are really cute and the best thing is that they are Eco- friendly. I don't know what the others think but I would personally give you a "HATS OFF" for making dolls like those. Once the people come to know that your dolls are Eco-Friendly then I think that your dolls can be a hit. Atleast you are trying to do something good to our nature. Your idea is great.

Perhaps at a craft fair or at an Earth Day Open Air Market.

It is doubtful that I'd purchase one.  But as a novelty for someone that likes coffee.

Maybe they could be sold in coffee houses.

Of course you could. It's not impossible. But whether people would actually buy them or not.. is another story.
