DTV DIGITALTO ANALOG CONVERTER (magnavox)

I HOOKED THE CONVERTER TO THE TV BUT THE UNIT WILL NOT TURN ON, I CHANGED THE BATTERIES IN THE REMOTE, STILL NOTHING. COULD I HAVE GOTTEN A BAD CONVERTER?
