DTV installation?

I am working with a client on her TV set and I installe dthe DTV converter boxes.

BUT, the picture is OK, and tyhe sound is good, BUT when will the picture be clear.

They are pushing for everyone to buy a converter box if they have rabbit ears to watch their TVs before Feb. 2009. Offering a $40.00 discount card for whatever unit you buy, but I haven't found an answer as to when a person should hook up the converter box, alot of stations haven't changed over yet. Case and point, we have two TVs out in a rural area, no cable, and really don't watch TV that much to buy into the Dish set-ups, but I can get all the stations I want  pretty good with the rabbit ears. I tryed to install one of the RCA converter boxes on my TVs with the rabbit ears I have on each and programing it for each TV, since they are different makes. I can't get a strong signal per the converter box message to see more than two channels, one English and the other a Mexican channel. Disconnect the converter box and just have the rabbit ears, have all my channels back. Who's playing games with the American people, to buy these converter boxes, and then no one has answers to resolve problems. I didn't answer your question, but I'd like to find out what's taking place with other people when they try to install this high price box that doesn't work that well, unless you are within a 100 miles of the TV stations. No different than these phone systems that people are buying and have to be in a certain spot to receive their calls.

I'm not sure what you mean by "clear".  Digital signals either work or they don't.  If you mean "blocking" and freezes, the most likely reason is a poor signal into the box.  If you mean something different, please give more info and I will try to answer you.
