Dam does anyone know anything about college?

hi, we are moving from rhode island to nebreska, either omaha or lincoln,, well my question is about the colleges, i heard you have to work full time for a whole year then you get free collage,, do you know anything about this, do you know anything about nebreska and its collages, give me any info plz,,

I did a quick google search and found nothing, maybe it was live in Nebraska for a year and pay instate tuition.
