Damaged left front tire?

Question

i'm trying to purchase a veh from CARMAX, but the left front tire has a cut on the sidewall and two bulge/bubble marks on it to. Is this a safety issue on the tire. could the belts have shifted? Should it be replaced ? if so why? tried to explain it to CARMAX. Need some input.

This is illegal to sell a vehicle with a cut or bulge on it and they will need to replace it before you leave and this is the rule by the Rubber Manufacturers Association.

a sidewall cut CANNOT be repaired and must be replaced, if you are rooster cruisin and it blows that sidewall out it will jerk to the left(oncomming traffic)  that's a bad thing
