in the part where he talked to dent in the hospital, when he said he doesnt plan stuff out, that was just basically a total lie. he has been around gotham for a while and never got caught so he had a lot of time on his hand. he was able to set up so much chaos bc a) he is TRULY insane and b) he plans all this out, even if he doesnt admit it. thats like sayin bettohoven never planned to write great symphonies. he actually sat down at his piano and trial/error music

In true criminal mastermind fashion, the Joker never does the dirty work himself but has underlings that do these things for him.  He had Maroni's people take both Dent and Rachel and, as Gordon realizes after Rachel's death, planned his arrest in order to fulfill his part of the bargain with the mob to deliver Lau to them and get their money as well as give him an alibi so the kidnappings could not be linked to him.

Cop: "And back at MCU, the Joker's gone."

Gordon: "With Lau(the Asian accountant).  The Joker planned to be caught.  He wanted me to lock him up in the MCU!"

As the Joker himself said, "It's all part of the plan."
