Data Mangement; Census .. & Sample.?

For Each situation,explain why data are collected as a census and not a sample:

a)To find the mean cost of hockey equipment for teenagers in Canada.

b)To Find the number of families in canada witha cell phone.

c) To find the number of hours an AAA battery will last in a calculator.

Are you sure this shouldn't be the other way around? I think it'd be rather hard to do a census on all of the hockey teens and familes in Canada! It seems as though these three would all need representative samples.
