If you haven't done so yet, I would recommend registering with the states registry.  Also register with as many online sites as you can.  

I wish you all the best.  Some states make searching nearly impossible.

I just thought of something else.  Have you tried going to the library archives an reading newspaper announcements,  I guess it is possible that the new parents may have put something in the paper.

Will the agency give you non-id on the family?  did they live in RI?  did they have other children?  what type of employment?  Sometimes these clues can give you hints to look in Polk City directories and check library for yearbooks.
