Dead. fuse was blown, power resistor 2.7 ohm 15 watt was open, replaced both and the fuse blows

fuse was blown, power resistor 2.7 ohm 15 watt was open, replaced both and the fuse blows again. The power supply seams strange to me. The 110 volts is rectified then it goes to a transformer? That seams backwards?
