Deaf people are permitted to drive

Why is it that deaf people are permitted to drive but hearing people cannot wear musical headsets while driving?

there are plenty of reasons.

if where always hearing not as observant with eyes as Deaf. You are wear headsets cant hear police or see lights flash.

As deaf driver we have to get special mirrors on sidemirrors. They can no keep us driving. Would be illegal. if can function normally. Is against ada
