When I got mine, it was through the county clerk - of course that was a long time ago. For renewal I went to the US Embassy (I live out of the country now).

i don't know about in texas, but here in NC we can go to the post office to have it done

Yes here in Texas we also go to the post office to renew our passports. Based on the city you live in just type in the search bar for example: renew passport in Austin

This should give you an idea of where you can if the post office doesnt come up type in : postal offices that renew passports
