  1. you want to shift 0.0003hz to 30hz ? That's not a divider, that's a multiplier, and a PLL, phase locked loop is probably the best way to do that, with a voltage controlled oscillator. Quite complicated.

    But with a frequency input of 0.0003hz, which is a period of 3000 seconds, or almost an hour, this design would be very difficult, as it may take the loop several hours to stabilize! Debugging problems would be difficult, with anything you do taking hours to get a result.

    Now on the off chance you wrote it backwards, and you want to divide 30 Hz to 0.0003 Hz, I'd use LS90s which are designed to be a divide by 10. Look up the data sheet, it has examples on it. Just put 5 of these in cascade, output of one driving the next. Of course the input 30 Hz has to be a 0 to +5v square wave, or be converted to that. The output will be a 0.0003 Hz square wave. I'd put LEDs on each LS90 output so you can keep track of what is going on.

  2. Can you clarify?  I seem to think that you might mean dividing 30Hz down to .0003Hz.  Please let us know!
