His name was Samuel Hinga Norman. He was a chief and politician from the Mende tribe in Sierra Leone, and active during the 9 year Sierra Leone Civil War that started in 1991.

In 2003 he was indicted for war crimes by the Special Court for Sierra Leone, http://en.wikipedia.org/wiki/Special_Cou... a multi-national body set up to determine who had the most responsibility for the war crimes and "crimes against humanity" perpetrated during the civil war.
