Debit Validation Checks?

I'm sorry, but I'm new in the world of debit/credit cards and I have no idea what Debit Validation Checks are..

Could someone help simplify this statement for me?

"All credit/debit cardholders are subject to validation checks and authorisation by the card issuer. If authorisation is refused we will not be liable for any delay or non-delivery. We reserve the right to delay any order for a security review in the interests of protecting our customers."

  1. They are going to run a credit check on you. If you credit score is not high enough, they will not approve any charges to the card. They will not accept any liability for any problems or costs you incur because they delayed or never approve a charge. They can do this any time they think that there may be a problem (illegal use of) with the  card, to protect you.
