Declare War on 1084!?

In Australia circa the late 1960's and early 1970's, the Victorian newspaper "The Sun" ran a campaign to reduce the road toll deaths called "Declare War on 1084".

The number was drawn from the annual death toll on state roads.

Does any one remember this campaign and where information about it may be gained?
