The quota system is meant to develop rugby among black people in South Africa.

Through the quota system, players of colour are being given the opportunity to compete at the higher levels of the game, and a growing number are showing that they belong there by securing places in Super 12 teams and - the highest honour for a South African rugby player - in the Springbok side.

South African Rugby has stipulated that each of the four South African Super 12 squads must contain at least eight black players in their squads of thirty.

Quota System is that syatem by which the govt. insures the equal opputurinities for the socially underpriveliged peoples. The peoples from lower strata of the society & finamcially weaker sections are generally  eligible for the quota. Govt. fix for them a certain percentage of seats in govt. jobs or in educational institutes.

Now a days there are demands for Quota even in Pvt. sector!
