  1. The WTO and UN generally only look to see whether a country as a whole is developed (privileged) or developing or "least developed" (most underprivileged).

    The UN standard for measuring extreme poverty under the Millennium Development Goals is US$1 per day. If you have below that then you are living in extreme poverty.

  3. In the UN, It means, Lacking opportunities or advantages enjoyed by other members of one's community; deprived.

    Basically it talks about the situation of the people in the countries themselves. That is why it instigated various programs like literacy, feeding and sports, etc.

    In the WTO however, the term would mean mean countries.  It goes together with underpriveleged and marginalised smaller and poorer countries. They are known as developing countries.
