  1. when a person does not have a job or business , it is said that , that person is unemployed.


  2. Well, if you want the US definition, it goes something like this.

    - Not having any job (does not include those who are underemployed in jobs beneath their skill or in part time jobs)

    - Actively seeking work (it does not include people dropping out of the work force because they cant find work)

    - Not receiving any government transfer payments such as SS, military or government pension or Welfare

    - Additionally, you must have a phone to even be counted in their rediculous statistics.  Homeless people are not ever included, and those too poor to afford a phone are only counted in data collected through the mail.   Obviously, there are many who are unemployed amongst these.

    However, as you can see, the US uses all these stupid disclaimers to keep their unemployment figures artificially low.

    The simple definition of unemployed should be

    Not having employment equivalent to your skill set, and you either actively are seeking employment equivalent to your skill set, or would be seeking employment if jobs existed for you to fill.   This data should be collected by a random weighted street survey.

    If that was the definition of unemployed, the US unemployment rate would be somewhere around 15%, and not 5.7%.

  4. You must be not working, ready to go to work , and actively looking for a job. to be counted.  They also keep track of the under employed, people not working full time  but would like to, and discouraged workers, people  who want a job but have stopped looking.
