can i know how the process done , why they use dehydration water in the industrial service companies ?

"Dehydrated water" is sold as a gag. You can buy cans of it!

I suspect that if water, Al oxide and dehydrate are  use in the same sentence, then it probably means "dehydrate the water from the wet Al2O3 blasting material to produce dry material for further use. This is just a drying step.
