Delayed Certificate of Birth in Japan ( please do not answer if you are unsure of this process works!) ?

my son is currently birth certificate-less. he was born to a japanese father who died before his birth. my son is now 15. now what I want to know is if I report his lack of certificate to the U.S. embassy in japan (filing for a Delayed Certificate of Birth) and they issue him an american birth certificate, can I get his citizenship signed to him in japan as well as america.

  1. If your child was born in a military hospital, then that facility did report his birth to the nearest U.S. Embassy or Consulate and the State Department did issue a birth certificate. But, as such, he does not have Japanese citizenship and is not entitled to same. The only way that could occur is if his birth was registered in the father's "Koseki To Hon"(family registry). But, you say his father passed away before his birth.
