Delivering a letter without a stamp?

I received a parking citation the other day and instead of sending it in the mail, can I just drop it off at the office and put it in their mailbox without putting a stamp on it?

  1. No.  If you use the mailbox, you need a stamp.

    However, if you drop it off at the office, and personally hand it to someone, then you don't need a stamp.


  2. yes because you delivered the mail yourself. stamps are paid for because you are paying someone to deliver it.

If you deliver the letter to the address where you want it to go yourself, you don't need a stamp, if by 'mailbox" you are referring to some internal company mail collection point within the building, NOT a U.S. Post Office mailbox either inside or outside the building.  If you put a letter with no postage in ANY USPS mailbox, it will not be delivered, no matter if the address is a few feet away (they collect the mail, take it back to the post office for sorting and then deliver it from there so postage is required)
