Dell motherboard {GX 270} over heating.

hi, i have a dell gx270 desktop , it has started to get very{ hot} mainly
around the base of the {CPU} & RAM SOCKETS.
now the unit will not switch on , sometimes will give flashs of {XP STARTUP then shuts down. kind regards john.
