Delta 767-300ER?

I will be flying to Paris on a Delta 767- 300ER in December, and after i checked Seatguru.com and Airliners.net I noticed that it doesn't have any personal television at every seat, which I thought was common practice for airlines' long haul fleet. I then found out that some 757 and 737's have PTV's. I'm wondering why Delta would update their domestic fleet before their international fleet, and also if there is any plan to upgrade the 767.

The 767-300 just as The Shadow said are older aircraft.  However Delta is working to upgrade the fleet to put in personal TVs in the back of every seat.  Delta knows that it has to be competitive with the foreign carriers otherwise they will lose business to them.

Some of the 757's have TVs because they originally belonged to Song. Song was a Delta subsidiary that was supposed to provide a nicer travel experience at a discount price. Their aircraft were equipped with TVs. Like all such "airline within an airline" experiments, it failed. Delta left the TVs on the aircraft when they ended Song and took the aircraft back into their own fleet. The 737's are probably newer aircraft and were ordered with TVs installed.

According to seatguru.com, some of Delta's 767s have personal entertainment systems. It depends on which aircraft is assigned to your route. You may get lucky.

The probable reason that some 767's don't have TVs is that they are older aircraft that were bought before TVs were common. It is extremely expensive to install them. Delta is losing huge amounts of money, so it is improbable that they will spend millions of dollars on upgrades, especially on older aircraft that may not stay in service for much longer.

In fact US Airways announced that they are doing the opposite - they are tearing the personal entertainment systems out of their planes to save money.
